Short Statement:
With this submission the number of respondents has decreased from 140 to 105. The agency consolidated some written statements increasing the per response time. Also, in this collection package the agency is now accounting for responses and burden hours for forms that were previously accounted for in other collections. As a result of these changes, the number of responses has increased by 637, from 2,804 to 3,441, but burden decreased by 504 hours from 3,787 to 3,283.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
