Short Statement:
Two program changes occurred involving Hawaii, their Export Sales survey was discontinued and their shorter questionnaire was merged into the standard state questionnaire causing a small increase in burden for Hawaii. There is an adjustment to the target population; it decreased from the previous approval due to changes within the floriculture industry. In addition there was an error in the previous submission, the publicity materials were not mailed out as a pre-survey mailing but were included with the questionnaires that were mailed out.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
