Terms of Clearance:
With the next submission of a Business R&D and Innovation Survey ICR, the Census Bureau shall include a report identifying current and prospective uses of BRDIS data to describe global value chains (GVCs), measure international trade in value-added (TiVA), more accurately measure trade in services (including R&D), and comprehensively classify U.S. business activity by function, including R&D. Prior to the commencement of the revised Business R&D and Innovation Survey distribution, the Census Bureau shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters, comparable to those provided for the 2012 Economic Census report forms. The final forms, instructions, and letters shall reflect any changes in the survey year, OMB number expiration date, and Census leadership from those submitted for review.

Abstract:
BRDIS provides the only comprehensive R&D expense data covering all domestic non-farm businesses and detailed expenses by type and industry. It provides detailed statistics on global and domestic R&D expenses of US based companies as well as statistics on the R&D workforce, intellectual property, technology transfer activities and innovation. Policy officials from many Federal agencies rely on these statistics for essential information. Government policy officials who are involved in assessing the role of the Federal government in promoting economic growth use R&D statistics in their decision-making processes since R&D results affect technological and economic progress.
