Abstract: Under 18 USC 922, ATF requires that a person purchasing a firearm from a Federal firearms licensee complete ATF Form 4473. The form is used to determine the eligibility (under the Gun Control Act) of a person to receive a firearm from a Federal firearms licensee and to establish the identity of the buyer.

Short Statement: To calculate the number of respondents we contacted the FBI NICS group and received a count from them of the number of background checks conducted in 2014 (January 1 – December 31, 2014) for firearms purchases. We then estimated an additional 30% for firearms purchasers who were not required to undergo background checks due to exemptions, such as State-issued permits that act as a waiver for a background check (there are currently 24 States who have permits that act as waivers to background checks), customers picking up NFA firearms who are exempt from a background check, etc., but who would have been required to complete the ATF Form 4473. We also looked at the number of respondents utilized in the previous version and how many background checks were conducted during that period by NICS and compared it to the number conducted in 2014 to see how much of an increase the NICS system experienced compared to 2012.
