Short Statement: The BLS Occupational Employment Statistics (OES) program is in the midst of testing a new type of survey instrument. Currently, the agency mails a packet to small establishments which contains an individual letter, an individual fact sheet, a survey form, and a business reply envelope. The OES program is testing the use of a 4-page booklet which contains similar information, but is presented differently. Additionally, this form asks for point data wage rates, instead of the wage ranges currently collected by the OES program. This test will be a 750 unit test spread across 3 waves (250 each wave). The first wave of testing took place in May 2015. This request is for OMB approval to conduct the second wave of testing. The second wave will use the same booklet with the objective of further refining the survey instrument and ensuring respondents are filling out the instrument correctly. The second wave again seeks 250 responses. The third and final wave will be conducted later this year.
