Short Statement: The decrease to the labor burden break-down that is itemized in #12 reflects a reduction in the number of manufacturers reporting. There has been no program, processing, or administrative change since the previous OMB collection approval. The actual cost to the Federal government has decreased from the previous submission due to the lower number of respondents and associated burdens.
