Short Statement: The estimate of annualized costs to the federal government decreased significantly - by over 75%, because prior to the release of WebNEERS there was no Federal software. Microsoft Access database files were submitted via email and via a secure File Transfer Protocol (FTP) site by each of the 75 universities. NIFA then had to use SAS statistical software to aggregate these 75 databases and analyze the results. It was a time consuming and arduous process. The development of the Federal level of WebNEERS through which the universities can submit their data electronically and by which the data can be aggregated and analyzed has dramatically decreased the burden.
