Short Statement: Based on the 3-years’ worth of data received to date there are less operators conducting tours over national parks than authorized and less flights being conducted over parks than authorized. This could be due to a number of factors: operators out of business or no longer having a certificate, decrease in demand for air tours, other business opportunities besides air tours, etc.
