Terms of Clearance:
The terms of clearance for this ICR’s 2011 approval required that DoD “continually examine potential nonresponse and attrition bias in each wave of this study, particularly for key health-related variables and outcomes. DoD will continue this research and will provide updated results from these ongoing bias analyses to OMB with future submissions”. DoD has only partially met these terms. Based on OMB’s comments, the current ICR now includes a plan for a sampling weight strategy to address issues associated with potentially nonrandom non-response and attrition. Working with an experienced survey methodologist with expertise in creating and applying survey weights for similar datasets, DoD will develop an appropriate set of weights, and will make them available along with the data (including a documentation of how the weights were developed).

Abstract:
This prospective population-based study of potential differential change in health status among deployed and non-deployed US military personnel, is mandated by Congress, recommended by the US Institute of Medicine and authorized in the FY2000 Defense Authorization Act. The study anticipates the potential development of further Gult: War-Illness-like phenomena that might arise in relation to current and future military deployments. The Millennium Cohort Family Study will assess the interrelated health effects of service on military members and their families.
