The burden for this information collection has increased by 182 hours from the last approved submission. The increase in burden is solely due to adjustments, which are listed in the table provided in the answer to question number 15 of the attached Supporting Justification. Adjustments shown in the table provided increased the burden by 182 hours and decreased the number of responses by 93. The current inventory shows a burden total of 9,058 hours and 22,445 responses, while the present submission reflects a burden total of 9,240 hours and 22,352 responses. Hence, there is a total burden increase of 182 hours and a decrease of 93 responses. There is a change in cost to respondents of $1,000 from the previous submission. This is due to an adjustment in the number of States participating in Safety Inspections (increased from 30 States to 31 States at an estimated cost of $1,000 per State and went from a total cost of $30,000 to $31,000).

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
