Abstract:
Respondent are applicants for a Certified Development Company (CDC) loan (or 504 loan) and the CDC's certified by SBA to issue such loans. The information is necessary for the Small Business Administration (SBA) to determine whether applicants meet the Agency's criteria for eligibility, creditworthiness, and repayment ability, and also whether to approve CDC's request for debenture guarantees.
Emergency Justfication:
This information collection, as approved by OMB for use in SBA’s Certified Development Company (504) loan program, consists of SBA Form 1244 Application for Section 504 Loans and Form 2450, Eligibility Information Required For 504 Submission (Non PCLP). A statutory change on December 22, 2015 in the Consolidated Appropriations Act, 2016, made debt refinance a permanent part of the 504 loan program. Slight revisions to the currently approved forms are required to reinstate the debt refinance program requirements that were previously removed due to the expiration of the authority for that program in 2012. SBA is requesting emergency approval of this submission to enable the agency to re-establish the program as expeditiously as possible. The justification for this request is outlined in the letter uploaded as a supplementary document to this Supporting Statement.
