Short Statement: There is an adjustment increase in respondent labor hours in this ICR from the most-recently approved ICR. This is due to assuming all existing sources will have to re-familiarize with the regulatory requirements each year. Additionally, there is an increase in the total capital and O&M cost due to the rounding of all calculated values to three significant digits.
