Abstract:
The Bus Testing Program is under Title 49 U.S.C. Section 5323(c). It states that no federal funds may be obligated or expended for the acquisition of a new transit bus vehicle unless the bus has met the requirements of FTA's Bus Testing Program. This requires that any new bus or a bus that has undergone significant changes be tested at the Bus Testing Facility in Altoona, PA. This is a revision of a currently approved collection. This revision reflects the new information required to support the proposed statutory and discretionary program changes outlined in the Bus Testing Program Pass/Fail Notice of Proposed Rulemaking (NPRM). The NPRM proposes the implementation of minimum performance standards, a bus model results scoring system, and a Pass/Fail standard. While these program additions primarily will be based on the results from the testing process, two of the proposed minimum performance standards require the collection of additional information from bus manufacturers. In addition, discretionary proposals in the NPRM require, for each new bus model submitted for testing, the collection of information related to the standee passenger capacity.

This revision reflects the new information required to support the proposed statutory and discretionary program changes outlined in the Bus Testing Program Pass/Fail Notice of Proposed Rulemaking (NPRM) Vol. 80 No. 120. Per the requirements of MAP-21 Section 5318, the NPRM proposes the implementation of minimum performance standards, a bus model results scoring system, and a Pass/Fail standard. While these program additions primarily will be based on the results from the testing process, two of the proposed minimum performance standards require the collection of additional information from bus manufacturers. In addition, discretionary proposals in the NPRM require, for each new bus model submitted for testing, the collection of information related to the standee passenger capacity and information that the bus model submitted for testing meets the U.S. content requirements of 49 CFR 661 Buy America Requirements. As a result of these new requirements, this supporting statement reflects a request for an increase in burden hours from the 205 hours previously approved to 300 hours. In addition, the annual burden cost associated with this information request increased from $9,016 that was previously approved to $12,592.
