Abstract:
IRC section 38(b) (2) allows a credit against income tax to employers hiring individuals from certain targeted groups such as welfare recipients, etc. The employer uses Form 5884 to figure the credit. IRS uses the information on the form to verify that the correct amount of credit was claimed.

Adjustments were made to the burden estimates to avoid duplicate counting of the burden hours that were previously approved and accounted for under OMB Control Number 1545-0074 and 1545-0123. The net result of these changes will result in a decrease in the estimated annual responses by (49819), and a decrease in the annual total estimate burden by (345,744) hours.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
