Abstract:
The Rental Assistance Demonstration allows Public Housing and Moderate Rehabilitation (Mod Rehab) properties to convert to long-term Section 8 rental assistance contracts; and Rent Supplement, Rental Assistance Payment and Mod Rehab properties upon contract expiration or termination, to convert tenant protection vouchers (TPVs) to project-based vouchers (PBVs). Participation in the initiative will be voluntary.
Emergency Justfication:
The Department of Housing and Urban Development (HUD) is seeking an emergency extension request of the existing ICR 2502-6012; Rental Assistance Demonstration (RAD); Supporting Contracts and Processing Requirements that is set to expire on June 30, 2016. The form documents (copies enclosed), were posted on the Federal Register for 60-Day Public Comment on March 17, 2016. The Department is currently reviewing and preparing responses to comments received in accordance with the PRA renewal process. The comments submitted totaled in excess of 25 pages and two comments, which were complex and lengthy in nature, were submitted at the very end of the comment period and were not made available on the regulations.gov website until after the comment period had ended. This is an emergency request being made in order to respond to the complexed comments received, subsequently post for a 30-day public comment period, and complete the Paperwork Reduction Act (PRA) submission process for a three-year renewal. It is critical that we be able to continue to use the existing documents so that the program can continue to operate while we complete the required PRA renewal process.
