Terms of Clearance: This ICR was improperly submitted. The abstract incorrectly indicates that DOT is seeking emergency processing under the PRA. In addition, the ICR indicates there are program changes due to agency discretion but the ICR does not properly identify or explain those changes in supporting statement question 15 or in ROCIS's burden short statement. DOT may resubmit this ICR when these and any other deficiences are corrected.
