Abstract:
The BOEM will collect the information to ensure that operations in the Outer Continental Shelf (OCS) are carried out safely and in an environmentally sound manner, do not interfere with the rights of other users in the OCS, and balance the protection and development of OCS resources. Respondents are Outer Continental Shelf Federal and State oil, gas or sulphur lessees.

Short Statement:
Hour Burden: To accommodate the split of regulations from the Bureau of Ocean Energy Management, Regulation, and Enforcement to BOEM (76 FR 64432), BOEM is removing from this collection the requirements and corresponding burdens that were transferred to BSEE per Secretarial Order No. 3299, May 19, 2010. The OMB has approved those BSEE requirements and burdens on 9/14/12 under BSEE 1014-0022. This results in a program decrease of 22,449 hours. We are requesting a program increase of 2,585 hours due to adding two requirements that were previously overlooked, resulting in a net program decrease of 19,864 hours. We are also requesting an adjustment decrease of 16,752 hours due to re-estimating the number of annual responses and the amount of time required to respond based on consultations. Cost Burden: The currently approved OMB non-hour cost burden is $1,320,702. This submission requests $165,492. This represents a program decrease of $1,170,960 for deleting BSEE non-hour costs (now approved under 1014-0022) and an adjustment increase of $15,750 to accommodate inflation and re-estimating the number of annual responses.
