Abstract:
OSHA is revising and updating its general industry standards on walking-working surfaces (29 CFR part 1910, subpart D) to prevent and reduce workplace slips, trips, and falls, as well as other injuries and fatalities associated with walking-working surface hazards. The final rule includes revised and new provisions addressing, for example, fixed ladders; rope descent systems; fall protection systems and criteria, including personal fall protection system

Short Statement:
Final subpart D will result in a program change increase of 492,678 hours, and a new cost of $54,697,500. Both increases in burden hours and costs are mainly due to the final rule requiring building owners to inform the employers in writing that the building owner has identified, tested, certified, and maintained each anchorage as capable of supporting at least 5,000 pounds (268 kg), in any direction, for each employee attached and for the maintenance of this information for the duration of the job. Building owners will hire a contractor to inspect and certify each anchorage and to prepare the decennial certifications increasing the cost.
