Abstract:
The Commission issues final amendments to improve access to energy labels online and improve labels for refrigerators, ceiling fans, central air conditioners, and water heaters. In contrast to the associated Nov. 2, 2015 NPRM (ICR Reference No: 201511-3084-001), this final rulemaking removes consideration of portable air conditioners ("PACs"), which, given public comments on the 2015 NPRM proposed labeling changes for PACs, the Commission will instead address PACs anew in a separate new NPRM and associated ICR under this OMB control number. The Supporting Statement for that separate ICR will also discuss the prior comments regarding PACs and the FTC's associated burden estimates.

The amendments would require manufacturers to furnish links to images of their EnergyGuide labels. Given approximately 15,000 total models at an estimated 1 minute per model, this requirement will entail a burden of 250 hours. Estimated labor costs, as detailed in the Supplemental Supporting Statement incorporated in this ICR, cumulative of all affected entities, is $11,843. Commission staff does not estimate that there will be capital or other non-labor costs.
