This collection should have been submitted as a revision given the changes to the geospatial collection requirements. FRA states that the changes are necesary in order for FRA to properly carry out its investigative and compliance review functions, and that the burden associated with the changes is minimal. If FRA chooses to request extension of the quarterly report, FRA must include in the ICR package information on whether the utility of quarterly reporting continues to justify the additional burden relative to less frequent reporting intervals.
