This regulation promulgates the policies and procedures for making zero-interest loans and grants to borrowers in accordance with the cushion of credit payments program authorized in section 313 of the Act (7 U.S.C. 940c).

Short Statement:
In this renewal submission the 240 burden hours for the SF 270 was removed. SF-270 is now a common form and burden will now be submitted under an RCF. Burden for forms RD 1940-20 (14 hours) and RD 1951-65 (39 hours) was previously shown under “Forms approved under other OMB numbers” is now accounted for in this collection. These changes result in a decrease of -187 burden hours for this submission.
