Abstract:
The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) implemented a trawl rationalization program, a catch share program, for the Pacific coast groundfish fishery's trawl fleet in January 2011. The forms in this collection support permit and license issuance necessary for program implementation.

Short Statement:
There are net decreases of 309 responses, 236 hours, and $3,490 in costs. Program Change: There is a decrease of $930 in costs due to the elimination of notary requirements for several forms. Adjustments: The reason for these decreases is several-fold. First, as the program evolves, we are better able to estimate the number of responses based on past data. We greatly overestimated the number of responses for several collections because we simply had not ever collected the information before (at the time of our last extension) and were not sure how many responses we would receive. For instance, we thought QS percent transfers would occur way more frequently, but based on transfer data have seen that’s not the case. Second, we overestimated the time it takes users to make QP transfers, and updated the estimate from 8 to 5 minutes based on feedback from industry. Since QP transfers are what we receive the most responses for in this collection, it had a big impact. Part of the reason for this decrease is that as time has gone on, users have become much more comfortable with the online system, and as they make transactions frequently they’ve learned to be more confident and take less time for review or less time to call the permit office to ask questions. We also had overestimated copy costs slightly with the last submission, and updated those based on the number of pages of each form with this submission. We also minimized duplication for MS and MS/CV permit owners who had previously submitted ownership interest forms for the same company, which slightly decreased the time and cost estimates. Total adjustments: Decreases of 309 responses, 236 hours and $2,560 in recordkeeping/reporting costs.
