Terms of Clearance:
Prior to the commencement of the Survey of New Foreign Direct Investment in the United States distribution, the Bureau of Economic Analysis shall provide on its Internet site prominent links to a set of finalized surveys, including instructions and cover letters. The final surveys and letters shall reflect any changes in the survey year, OMB number expiration date, and BEA leadership from those submitted for review. Subsequent 0608-0035 supporting statements shall clarify the timing and level of expected response rates for the BE-13.

Abstract:
The BE-13 survey collects information on the acquisition or establishment of U.S. business enterprises by foreign investors, and information on expansions by existing U.S. affiliates of foreign companies. The data collected through the survey are used to measure the amount of new foreign direct investment in the United States and ensure complete coverage of BEA’s other foreign direct investment statistics. Additionally, BEA plans to amend the reporting requirements for certain private funds on BEA’s surveys of foreign direct investment in the United States, including the BE-605, Quarterly Survey of Foreign Direct Investment in the United States; the BE-15, Annual Survey of Foreign Direct Investment in the United States; and the BE-13, Survey of New Foreign Direct Investment in the United States.

The annual respondent burden has increased from 2,160 hours to 2,860 hours. The increase in the respondent burden of 700 hours is due to the increase in the number of respondents expected to file. The previous estimate of the number of respondents was made before the survey was launched; the revised estimate is based on two years of data collection.
