Abstract:
The Federal Railroad Administration (FRA) uses the information collected to gather accurate data in order to develop better strategies and solutions to the problems of grade crossing device malfunctions and signal system failures. FRA and railroad use this information to lessen the risk of accidents/incidents at highway-rail grade crosssings.

Short Statement:
As noted in the summary on page 1 of the attached Supporting Justification, this submission is a request for a reinstatement with change to the previous approval granted by OMB on October 11, 2013, which expired on October 31, 2016. Further, as noted in the answer to question number 15 of the attached Supporting Justification, the burden for this requested reinstatement has decreased by a total of 4,727 hours from the last approved submission. The change in burden is solely due to the four adjustments shown in the table provided in the answer to question number 15. These adjustments also decreased the number of responses by 21,236. The burden for this information collection in the OMB inventory before approval expired showed a total of 8,152 hours, while the present reinstatement submission exhibits a total burden of 3,425 hours. Hence, there is decrease in burden of 4,727 hours from the last approved submission. Adjustments also decreased the cost to respondents from the last approved submission. Based on the revised estimate of the number of telephone calls shown in the Supporting Justification in section 234.7 of the table (from 8 to 6) and based on the revised number of calls/notifications to law enforcement authorities (train crews are notified by radio) in sections 234.105/ 106/107 of the table (from 12,000 to 5,040), the cost to respondents decreased by $5,378 (from $9,276 to $3,898).
