Abstract:
This NEW package, unbundled from the SF 86 (OMB 3206-0005) transmits a 30 Day Notice request for clearance for the Federal Register publication notice of a request for review of the SF 85. The SF 85 is completed by civilian employees of the Federal Government, military personnel, and non-federal employees, including Federal contractors and individuals otherwise not directly employed by the Federal Government but who perform work for or on behalf of the Federal Government. For applicants, the SF 85 is to be used only after a conditional offer of employment has been made. The collection is used as the basis of information by the Federal Government in conducting background investigations, of persons under consideration for non-sensitive positions and by agencies in determining whether a person performing work for or on behalf of the Federal Government under a contract should be deemed eligible for logical or physical access.
Emergency Justfication:
Subject: Request for an emergency extension for use of the SF 85 From: Donna L. McLeod, Executive Program Manager Policy, and Strategy & Business Transformation Office of Personnel Management- National Background Investigations Bureau Date: November 22, 2016 Request submitted for emergency extension for continued use of the SF 85. The form is due to expire on December 31, 2016. Emergency extension requested for reason noted below. Proposed changes to other Standard Forms will impact changes required to the SF 85. Specifically OPM has made recent changes to the Systems of Records Notice which will require modification to the routine uses as shown on the form. For this reason, an emergency extension is requested to allow adequate time to process changes to other forms and to consider inclusion on the SF 85, where appropriate. Requested expiration date: 6 months from approved.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
