Abstract:
The National Registry of Pipeline and LNG Operators serves as the storehouse for the reporting requirements for an operator regulated or subject to reporting requirements under 49 CFR Parts 192, 193, or 195. This registry will incorporate the use of two new forms. The forms for assigning and maintaining Operator Identification (OPID) information are the Operator Assignment Request Form (PHMSA F 1000.1) and Operator Registry Notification Form (PHMSA F 1000.2).

Short Statement:
This ICR is associated with the Interim Final Rule Pipeline Safety: Safety of Underground Natural Gas Storage Facilities published on December 19, 2016. PHMSA is revising § 191.22 to require operators of underground natural gas storage facilities to obtain, or validate, an Operator Identification Number (OPID) and to notify PHMSA, no less than 60 days prior, of certain events such as construction of a new facility, well drilling, well workover, change of primary entity responsible for the facility and acquisition or divestiture of the facility as fully described in § 191.22(c). This information collection is being revised to account for the additional burden expected to come from this requirement. As a result of the provisions of this IFR, PHMSA expects to receive 24 new OPID requests and 25 ad hoc notifications from operators of underground storage facilities.
