Short Statement: The number of CQEs issued rose from 1,240 in FY 2012 to 3,104 in FY 2015, because the United States now maintains free trade agreements with Colombia and Panama. Therefore, suppliers of raw cane sugar in Colombia and Panama now have two instruments to enter their product at a lower duty into the United States. This change amplifies more participation by the 40 countries covered under the tariff-rate quota under the World Trade Organization.
