Abstract:
The Bureau of Justice Statistics (BJS) is requesting a nonsubstantive change for the Annual Survey of Jails (ASJ), one of three data collections (ASJ, DCRP annual summary form, and the Survey of Jails in Indian Country) under OMB Control No: 1121-0094 (most recent clearance date of 01/26/2016). The change would adjust the reference date in the ASJ from December 31 (also referred to as yearend) to the last weekday in the month of June (also referred to as midyear). The midyear reference date was previously used in the ASJ between 1982 and 2014, but in an effort to reduce burden on respondents and minimize data collection costs, BJS changed the reference date to yearend in its most recent clearance request to allow for ASJ to be fielded with the Deaths in Custody Reporting Program (DCRP). In addition, BJS’s collections on persons in prison, on probation, or on parole also utilize the yearend reference year, so the change would bring the jail collection into alignment with the other correctional data collections. BJS is requesting clearance to conduct three annual jail data collections—Annual Survey of Jails (ASJ), Survey of Jails in Indian Country (SJIC), and the jail portion of the Deaths in Custody Reporting Program (DCRP) for a three-year period under a single clearance number. All three collections obtain administrative data. Jail administrators provide data that meet the definitions provided by BJS. Critical items on the surveys include - • The number of inmates confined in jail facilities by sex (all three collections); • The number of new admissions (all three collections); • The average daily population (all three collections); • The total number of deaths (DCRP and SJIC); • The numbers of confined male and female juvenile inmates, persons 17 and under held as adults, convicted and unconvicted inmates, and inmates by race/ethnicity categories (ASJ only); • Final discharges from jail facilities (ASJ and SJIC); • Jail rated capacity to hold inmates (ASJ and SJIC); • Name of inmates who died in custody (DCRP only); and • Cause of death and demographic information of the deceased (DCRP only).

Since the ASJ and DCRP will be separate data collections for the 2017 reporting year, respondents in the ASJ (n=938) will also receive the DCRP annual summary form (ASF).which is automatically sent to all 3000 jails. Thus, 938 jails will be completing two forms for the 2017 data reference year, while 2062 will only be completing one form (DCRP).
