Abstract:
The Commission is seeking a non-substantive change request for this information collection. This submission seeks to update FCC Form 1875. FCC mistakenly stated in the supporting statement that this form would be distributed as a fillable .PDF file. In fact, FCC will distribute this form as a paper form. The reason for using a paper form is to reduce the risk of a person other than the winning bidder submitting a fraudulent form to direct the payment to its own bank account rather than the wining bidder’s. FCC will mail the paper form directly to each winning bidder, thereby reducing the risk that a would-be fraudster will obtain a copy of the form within the time window to submit it for payment. The use of the paper form is one of several anti-fraud measures FCC is using, including comparing data from this form to data the winning bidder enters on-line and requiring notarized signatures on the form. The Commission is seeking a non-substantive change request for this information collection. This submission seeks to update FCC Form 1875. The Commission inadvertently omitted a field labeled “account type” (a drop down menu with a choice of “savings or checking”) in CORES for vendors who request through the regular FCC Accounts Payable process to become a vendor in our accounting system, Genesis which is not a new requirement to vendors. The information for the Auction Participant vendors will be collected in CORES vs. the other vendor set-up mechanism “SAM” which is used for our regular accounts payable vendors. FCC is conducting a reverse auction to determine the amount of compensation that each broadcast television licensee would accept in return for voluntarily relinquishing some or all of its broadcast television spectrum usage rights in order to make spectrum available for assignment through a system of competitive bidding. This information collection is a standardized form for successful bidders in the reverse auction to submit additional information to facilitate incentive payments.
Emergency Justfication:
The Federal Communications Commission (Commission) requests OMB to authorize emergency processing of a submission of a collection of information, in accordance with 5 CFR 1320.13. The collection of information is a new collection entitled “Reverse Auction (Auction 1001) Incentive Payment Instructions from the Reverse Auction Winning Bidder”. Also, the Commission requests OMB approval for this information collection by January 17, 2017.
