Abstract: The Consumer Complaint Portal is used for the electronic filing of informal complaints alleging violations of the Communications Act of 1934 (the Act), as amended, and the Commission’s rules. All information collection burdens associated with submission of a complaint using the online Consumer Complaint Portal are contained in the supporting statement. The revisions to the online Consumer Complaint Portal that the Commission is seeking approval of in this submission will enable consumers to file complaints relating to the FCC's disability accessibility requirements for video programming digital apparatus and navigation device user interfaces (e.g., TV and set-top box controls, menus, and program guides). The Commission is also seeking approval to transfer certain information collection burdens from OMB Control Number 3060-1203 to reflect the development of this online form for use by consumers in filing complaints alleging violations of these accessibility requirements.

Short Statement: Based on its experience, the Commission has re-evaluated the burdens associated with this information collection since the last time this information collection was reviewed and approved by OMB. The Commission previously estimated that 500 customers per year would submit documentation to DIRECTV. Because the initial compliance period has ended, the Commission believes the number has since decreased. Also, previously, the Commission identified those customers as “respondents/responses” and calculated their hour burden. However, because the documentation is submitted to DIRECTV (not to the FCC), the Commission has removed those calculations from this collection. Therefore, the Commission makes the following adjustments: (a) The Commission’s estimate for the total number of respondents has decreased by -579, from 640 respondents to 61 respondents; (b) The Commission’s estimate for the number of annual responses has decreased by -481, from 642 to 161; (c) The Commission’s estimate for the total annual burden hours has decreased by -560, from 735 to 175; and (d) The Commission’s estimate for the total annual cost burden has decreased by -$8,850, from $24,150 to $15,300. There are no program changes to this information collection.
