Terms of Clearance:
The National Marine Fisheries Service assumes that the addition of 28 categories of forage species to the vessel trip report will not result in an increase in burden. Upon renewal of this control number or no later than three years, whichever is earlier, NMFS must consult with respondents as to whether this assumption is valid, describe in the supporting statement, and upwardly revise burden estimates if appropriate.

Abstract:
All federally permitted dealers of Atlantic mackerel, squid, butterfish, Atlantic sea scallop, Atlantic surfclam, ocean quahog, Northeast (NE) multispecies, monkfish, summer flounder, scup, black sea bass, Atlantic bluefish, spiny dogfish, Atlantic herring, skates, tilefish, hagfish, American lobster must have been issued and have in their possession a federal dealer permit in order to purchase such species from fishing vessels. Federally permitted dealers in the above fisheries are required to submit certain information regarding their fish purchases to the National Marine Fisheries Service (NMFS). Trip-level (trip by trip) reports provide the comprehensive data that are necessary for successful long-term management of each fishery.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
