Abstract: Part 34 of Title 10 of the Code of Federal Regulations (10 CFR), establishes radiation safety requirements for the use of radioactive material in industrial radiography. The information in the applications, reports and records is used by the NRC staff to ensure that the health and safety of the public is protected and that licensee possession and use of source and byproduct material is in compliance with license and regulatory requirements.

Short Statement: The total burden increased by 26,000 hours, from 234,457 to 260,457 hours. The burden for both NRC and Agreement State licensees increased as follows: • NRC Licensees. The overall burden for NRC licensees increased by 4,596 hours (from 30,689 to 35,285). The burden increased as a result of the addition of reporting for regulatory requirements that were previously unreported. The actual number of NRC licensees has decreased by one, from 79 to 78 since the last renewal. • Agreement State Licensees. The burden for Agreement State licensees increased by 21,404 hours (from 203,768 to 225,172) due to the addition of reporting for regulatory requirements that were previously unreported. The number of NRC licensees is known, whereas the total number of Agreement State licensees is an estimate based on NRC’s best information available from the Agreement States. The NRC uses the ratio of the total of NRC licensees (subject to Part 34) to the total number Agreement State licensees to estimate the number of Agreement State respondents for each section. The NRC uses this ratio approach as the total number of Agreement State licensees subject to various Part 34 Sections is not known exactly and, therefore, must be estimated. The ratio used to estimate Agreement State respondents changed from 6.7 to 6.4. The number of Agreement State licensees decreased by 29, from 529 to 500. The current submission has correctly identified all respondents, including licensees reporting information to the NRC as well as those required to retain records. The number of respondents has decreased from 608 to 578 (500 Agreement State licensees plus 78 NRC licensees). Note that licensees reporting information are a subset of the licensees who are recordkeepers, and do not represent an additional group of licensees. The number of responses has increased from 2,803 to 3,031 due to a more accurate accounting of event reports in the Nuclear Materials Events Database (NMED). The professional cost decreased from $272/hr to $265/hr. The number of NRC licensees is expected to remain at or near the current number (78) over the coming 3 years. This assumption is based on the small change from the previous clearance period. The number of Agreement State licensees is likewise expected to remain at or near the current number (500) over the coming 3 years.
