Short Statement:
The reasons for the change in burden are not attributed to any programmatic changes. The technical expert from the DoD Explosives and Safety Board notes that the drop in the annual number of mishaps from 15 to 10 for 252.223-7002(d) is due to the increased oversight put forth by the Defense Contract Management Agency in recent years. He also notes that in the previous 2014 Paperwork Reduction Act submission, the amount of time needed to prepare the paperwork necessary to request a change in the place of performance pursuant with 252.223-7003(c) was underestimated, since the nature of the work involved dictates that such a request must be extremely detail-oriented. Other changes to the burden amounts reflect the use of updated FPDS information and the application of FY 2017 GS hourly rates. Recordkeeping hours to maintain program records under 252.223-7004 were adjusted downward slightly from 48 to 40 to account for program maturity for ongoing programs. NOTE: In addition, the numbers reflected in the 2014 Notice of Action did not align with the total estimated public burden and costs identified in the 2014 Supporting Statement or associated Federal Register notices. As such, the burden and costs appears to be a significant increase from 2014, when in actuality the total change in reporting burden is +31,096 hours/+$1,407,494 and in recordkeeping burden is -60,431 hours/+$3,111,951.
