Abstract:
NMFS seeks to revise and renew an existing logbook information and cost-earnings data collection from fishermen who possess commercial or for-hire permits to fish for highly migratory species (HMS). The information collected in logbooks and the cost-earnings form help NMFS identify impacts of proposed regulatory measures on fishermen and the resource, consistent with applicable law such as the Magnuson-Stevens Fishery Conservation and Management Act and the Regulatory Flexibility Act. Revisions to this PRA initial the addition of a modified trip summary form for the Atlantic Tunas and Swordfish Handgear fishery, removal of HMS Angling permit holders from the data collection, and minor modifications to the number of other permit holders. Short Statement:
NMFS proposes an adjustment of -5,153 hours in the total net annual burden hours. Program Changes: Removing the angling (recreational/private boat) permit holders reduced reporting burden by -4,521 hours, but increasing the reporting selection rate for commercial tuna permit holders from 10% to 15% offset that reduction by adding 356 hours. This resulted in a total program change of -4,165 hours. Adjustments: Reductions in the number of permit holders in other categories resulted in a further reduction of reporting burden by -988 hours.
