Abstract:
To collect information needed to establish a retired/retainer pay account for members of the Uniformed Services who are retiring or reaching the age of eligibility to receive retired pay, including designation of beneficiaries for unpaid retired pay, state tax withholding election, lump sum of retired pay election, information on dependents, and election of Survivor Benefit Plan coverage.
Emergency Justfication:
The purpose for form DD 2656 is to collect information needed to establish a retired pay account for members of the Unformed Services who are retiring or reaching the age of eligibility to receive retired pay. Due to the implementation of the DoD’s Blended Retirement System, changes to form DD 2656 are required. Implementation of the Blended Retirement System occurs on 1 January 2018 in accordance Section 635 of Public Law 114-92. The DoD cannot reasonably meet the normal clearance procedures for updates to DD 2656 due to this statutory requirement. Therefore, emergency processing is necessary.

This is an existing collection currently in use without an OMB Control Number. DD Form 2656 was last revised in 2009. An update to the form is required by legislation enacting a lump sum of retired pay option for members covered by the Blended Retirement System. This requirement is found in Section 1415 of Title 10, U.S.C.
