Short Statement:
There is a slight increase in number of responses due to a program change. In the current approval request, NASS is requesting additional burden to conduct cognitive testing. The remainder of the increases in burden hours and responses are due to an adjustment in the overall sample size. The adjustment to existing sample sizes is in an effort to improve survey indications.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
