Abstract:
The purpose of 47 CFR Part 68 is to protect the network from certain types of harm and prevent interference to subscribers. To demonstrate that terminal equipment comply with criteria for protecting the network; and to ensure that consumers, providers of telecommunications, the Commission and others are able to trace products to the party responsible for ensuring compliance with these criteria, it is essential to require manufacturers or other responsible parties to provide the information required by Part 68. In addition, Incumbent Local Exchange Carriers must provide the information in Part 68 to warn their subscribers of impending disconnection of service when subscriber terminal equipment is causing telephone network harm. Please see the non-substantive change justification for the reasoning behind this submission to the Office of Management and Budget (OMB) for review and approval.

Short Statement:
The Commission is reporting an adjustment/decrease in the total annual responses of -3,900. This adjustment reflects the estimated reduction in the frequency of notifications of incidence of harm because of the decline in the number of public switched telephone network access lines. Also, the Commission is reporting an adjustment/increase in the total annual burden hours of +1,190. This adjustment reflects the estimated increased hours required of providers of wireline communications for providing new interface specifications and notifications to customers whose wireline services are being discontinued and replaced as part of a technology transition, partially offset by a reduction in hours needed for notifications of incidence of harm.
