Abstract:
As a result of VAAR final rule RIN 2900-AP81, this is to request to revise the title of the clause and to reduce the information collection burden currently imposed on respondents as a result of revising the clause and removing the requirement to develop Government-specified service manuals.
Emergency Justfication:
The PRA package was completed, following publication of Final Rule, thus creating an emergency justification. The submission was delayed due to agency transitions. Personnel change in the Office of Acquisitions and the publication of the Final following the departure of the Agency Clearance Officer, without appropriate succession was cause for delay in submission of PRA package. This PRA ICR proposes to retitle the clause from “Service Data Manual” to “Equipment Operation and Maintenance Manuals.” By revising the clause and removing the requirement to develop Government-specified service manuals, the VA has eliminated an unnecessary burden on the public by making use of commercial operation and maintenance manuals just like the general public and established commercial practices, thereby reducing by half the estimated annual hourly burden.

Short Statement:
PR proposes to retitle the clause from “Service Data Manual” to “Equipment Operation and Maintenance Manuals.” As a result of revising the clause and removing the requirement to develop Government-specified service manuals, the VA has eliminated an unnecessary burden on the public by making use of commercial operation and maintenance manuals just like the general public and established commercial practices, thereby reducing by half the estimated annual hourly burden which is now estimated at 311 hours, a reduction of 310 annual hours.
