Terms of Clearance:
OMB is approving a one-time collection of data from two Florida counties, Hillsborough and Pinellas, to determine whether a broader survey will yield a sufficient number of responses from grouper fishermen to answer specific questions of interest. The broader survey of 45 Florida counties is not approved at this time. Upon the completion of this Pre-test, NOAA must submit to OMB results of the Pre-test including: (1) overall cumulative response rate using one of the AAPOR definitions; (2) item non-response rates for key questions including all hypothetical behavioral questions. If the results of the pre-test warrant an expansion of the survey, the agency may submit this request as a revision to this information collection.

Abstract:
The survey will collect recreational fishing and boating information directly from the boating and fishing community with a specific focus on saltwater anglers fishing for gag grouper in the Gulf of Mexico. Estimates of expected changes in recreational fishing effort expected from changes in fishing costs and gag grouper regulations will be generated with data collected through the surveys. The study will also generate estimates of the potential change in fishing and boating activity anticipated with changes in trip costs. The estimates can be used to develop predictive models the forecast how fishing and/or boating effort will change when the trip costs change (e.g., via fuel price changes) and when the gag grouper fishing regulations (season length or bag limits) changes. The results can also be used to determine if fishers and boaters respond in the same ways to changes in trip costs.
