Short Statement: The hour burdens were adjusted based on updated information about the numbers of existing Transition Policies. More specifically, Form 5500 data suggest the number of policy holders who would receive these notices has dropped from 32,000 to 27,009. The cost burden decreased because currently 50% of the required disclosures are provided electronically and the insurers will incur negligible cost. The current cost burden is for the remaining 50% of disclosures which are mailed by the insurer, which represents a lower total cost for the insurers.
