Short Statement: This is a new information collection. Surveys A and B test contrasting survey methods. The surveys are being executed in parallel because they have different research goals. Results of Survey B do not depend at all on results from Survey A. Clearance for Survey A exists (2700-0166). There were no terms in 2700-0166 that made clearance for Survey B contingent on results from Survey A
