Abstract:
This form is necessary for an employer to petition for an alien to enter the Commonwealth of the Northern Mariana Islands (CNMI) temporarily to perform services or labor as a CNMI-Only nonimmigrant transition worker (CW). This form is also necessary for an employer to petition for an extension of stay or change of status for an alien as CW nonimmigrant.

Short Statement:
USCIS has received all petitions under the FY 2018 statutory maximum and this revision of the information collection request will only be effective for the FY 2019 and FY 2020 filing seasons. The two year average for the number of business respondents (4,999 for FY 2019 and 2,499 for FY 2020) is 3,749. USCIS notes that biometrics are required only of beneficiaries requesting an initial grant of CW status, and we anticipate no first time petitions being filed in the remaining two fiscal years of this program. The reduction in the estimated number of respondents and the elimination of Biometrics time and cost burden from this collection of information have resulted in a reduction in both the estimated total time burden and estimated total cost burden to respondents.
