Abstract:
The BLM is finalizing a rule that would remove several regulations pertaining to reducing wasteful venting, flaring, and leaks of natural gas from onshore wells. The proposed rule would result in the removal of 21 information collection activities and the addition of 1 new information collection activity, plus some adjustments that respond to comments received during review of the proposed rule under Executive Order 12866.

Short Statement:
Adjustments resulting from the review of the proposed rule under Executive Order 12866: 1. The estimated hours per response for "Request for Approval for Royalty-Free Uses On-Lease or Off-Lease" are increased from 4 to 8. 2. The estimated number of responses for "Request for Extension of Royalty-Free Flaring During Initial Well Testing" are increased from 500 to 750. Program changes resulting from the revision of waste-prevention regulations: Removal of 21 information-collection activities and addition of 1 information-collection activity to control number 1004-0211. These program changes have the net result of 62,125 fewer responses than in the 2016 rule (1,075 responses minus 63,200 responses) and 78,160 fewer burden hours than in the 2016 rule (4,010 responses minus 82,170 responses).
