Within 18 months of clearance, NCES agrees to provide OMB with a cost/benefit analysis for coordinating NAEP English Learner codes and definitions with the Elementary and Secondary Education Act, considering burden to respondents, utility of coordination, and potential impacts to comparability with historical NAEP data.
