The agency uploaded the correct instrument for the form. In the next resubmission to OMB, the agency will ensure it modifies Question Prompt #2 of Supporting Statement A to provide additional, specific discussion regarding the types of third-party documentation or evidence that is commonly required as a part of submitting this information collection. The agency will also modify Question Prompt #3 to explain whether or not the entirety of this collection (both the form as well as any supplemental documentation) can be submitted electronically by the respondent to the agency. If any portion of this information collection cannot be completed electronically (for example, a requirement for a hand-signed signature) the agency should notify OMB no later than six months prior to re-submission to OMB and provide a specific explanation for why this aspect of the collection cannot be electronic. Finally, the agency will review the entirety of the remainder of the Supporting Statement to ensure it is current.

Abstract:
Prospective purchasers of properties submit information will mortgages either HUD-insured or HUD held. This is necessary for approval of a transfer of physical assets. Information ensures that the project is not placed in physical, financial, or managerial jeopardy by the transfer.

Short Statement:
This is a reinstatement, with change, of previously approved collection for which approval has expired. The change in inventory in item 13 of page 1 reflects project owners that paid or prepaid their mortgage and no longer have a regulatory requirement to report to the Department, and newly insured projects that have been added to the portfolio since last report. Burden hours reflects a correction from earlier reports which addressed every attachment needed to complete a transfer of physical assets. In fact, those attachments are separately addressed in other OMB approvals. Including them in this request amounts to double-counting those attachments and unrealistically inflates the burden hours count for use of the form HUD-92266.
