Abstract: This standard requires employers to train workers about the hazards of asbestos, monitor worker exposure, provide medical surveillance, and maintain accurate records of worker exposure to asbestos. These records are used by employers, workers, and the Government to ensure that workers are not harmed by exposure to asbestos in the workplace.

Short Statement: As part of the SIP-IV rulemaking, OSHA removed the requirement that employers document employees’ social security numbers (SSN) in their exposure and medical records. Time to document SSN in records is negligible and, therefore, the Agency is not requesting any changes in the burden hour or cost estimates as a result. OSHA is also not taking burden hours for the updates to the chest x-ray requirements, which add the option of digital radiography, or the change to the question about race and ethnicity in Appendix D, because those changes do not impact the time required for medical examinations. The Agency is requesting an adjustment decrease of 220 hours, from 3,765,679 hours to 3,765,459 hours. In the ICR extension approved by OMB in October of 2018, there were two errors that affected estimated burden hours and costs (see item 12, above). Therefore, the reported total burden hours and costs changed from what was previously approved, but this change is not because of the SIP-IV rulemaking.
