Abstract:
The National Oceanic and Atmospheric Administration (NOAA), NOAA Fisheries, Southeast Fisheries Science Center proposes to collect socioeconomic data from commercial fishermen in the Gulf of Mexico and South Atlantic shrimp fisheries who hold one or more federal permits for harvesting shrimp from federal waters (U.S. Exclusive Economic Zone). Information about revenues, variable and fixed costs, and capital investment information is collected from a random sample of permit holders. These data are needed to conduct socioeconomic analyses in support of management of the shrimp fishery and to satisfy legal requirements. The data will be used to assess how fishermen will be impacted by and respond to federal regulation likely to be considered by fishery managers. We are dropping a crew-survey element which was added with the last renewal (incl. 300 burden hours).

Short Statement:
No changes or adjustments are requested for the economic survey of vessel owners. Program Change: With the last PRA renewal we requested that a new crew survey component be added to this survey. We piloted this crew component with a small number of respondents (20) together with the 2016 survey implementation. The new survey effort was not successful as all selected vessel owners chose not to participate. We did emphasized that the crew-component was entirely voluntary. As a result, we are permanently dropping this element of the survey. Also, a dedicated crew-focused survey is in the works in the southeast region.
