Abstract:
A U.S. prospective adoptive parent may file Form I-600A in advance of the Form I-600 filing and USCIS will make a determination regarding the prospective adoptive parent’s eligibility to file Form I-600A and their suitability and eligibility to properly parent an orphan. USCIS has exclusive jurisdiction over Form I-600A adjudications and collects evidence, such as a USCIS-compliant home study, civil documents regarding birth and marriage (if any), as well as identity documentation for each prospective adoptive parent and adult member of the household.

USCIS is reporting an increase in the total estimated hour burden to respondents for this information collection. The program change is the result of the new Form I-600(A) Supplement 2, which has an estimated total time burden of 315 hours. The additional adjustment to increase the estimated time burden to respondents is the result of an increase of .25 hours in the estimated time burden per response for both Form I-600 and Form I-600A. USCIS is reporting a decrease in the total estimated cost to respondents for this collection of information. USCIS has adjusted its estimate of the costs respondents may incur to complete Forms I-600 and I-600A downward. The estimated costs respondents may incur as the result of a home study or DNA testing have also been adjusted downward. There is no program change or adjustment in costs to respondents associated with the creation of Form I-600/I-600A Supplement 2.
