The purpose of this collection is to require importers to submit a declaration for all plants containing the scientific name of the plant and plant product, value of the importation, quantity of the plant, and name of country from which the plant was harvested.

There is a program change increase of +1 response resulting in an increase of +1 burden hour. This increase to APHIS now accounting for the Importer/Stakeholder Letter of Inquiry, which is a new requirement. There is an adjustment increase of +8,904 respondents and +182,559 responses resulting in an increase of +89,970 burdon hours. This increase is due to an increase in trade resulting in more declarations.
