Short Statement:
OSHA is requesting a program change and an adjustment decrease in burden hours of 2,068 hours, from 12,466 hours to 10,398 hours. The program change decrease is due to a decrease in the number of workers receiving chest x-rays during periodic medical exams. The total for initial, periodic and additional medical exams is $174,423. As a result of the SIP-IV rulemaking, there is a total cost reduction of $43,062 from $217,485 to $174,423. Also the Agency requests a burden hour adjustment decrease due to a reduction in the number of affected workers. Table 3, Summary of Current and Requested Burden Hours Estimates, shows the changes in burden hours in detail by provision. As part of the SIP-IV rulemaking, OSHA is also removing the requirement that employers document employees’ social security numbers (SSN) in their exposure and medical records. Time to document SSN in records is negligible and, therefore, the Agency is not requesting any changes in the burden hour or cost estimates as a result. OSHA is also not taking burden hours for its updates to the chest x-ray requirements, which add the option of digital radiography, because those changes do not impact the time required for medical examinations.
